Samsung seems to have pushed back the Android 8.0 Oreo OTA update rollout for its Galaxy J3 (2017), Galaxy J5 Pro, and Galaxy J7 Pro smartphones. Previously, the OTA updates were expected to rollout next week starting Friday, July 13. But now, Guncelmiyiz (site that tracks Samsung’s updates) notes that Android 8.0 Oreo OTA update rollout for Galaxy J3 (2017), Galaxy J5 Pro, and Galaxy J7 Pro is delayed, and is now expected to start rolling out from September 28.
The website also notes that the Android 8.0 Oreo OTA update for Galaxy A3, Galaxy A5 and Galaxy A7 (2017) will start rolling out in Turkey starting August 10. However, these devices have already received Oreo in all other markets, and this schedule is only for Turkey. To note, the same website had put up a detailed roadmap for the Android 7.0 Nougat update last year, but not all of it was correct, so this information needs to taken with a pinch of salt as well.
There is no official information from Samsung as yet, but according to Sammobile, “the company isn’t quite at the finish line yet with Android 8.0” even after one year. In case of Turkey, Samsung had officially said that the Galaxy J3, Galaxy J5 and Galaxy J7 would get Android 8.0 Oreo update by mid-July, and that is now delayed too. The details of has been reportedly changed on Samsung’s local update portal.

As it is, not even a single Oreo update has been pushed for the budget Samsung Galaxy J series smartphones, and the wait seems to never end.
