Google will bring back the blocked notifications apps list in future update of Android 9 Pie. Users on Google Issue Tracker reported that after the Android 9 Pie update they are not able to access the feature, and there is no way to view the list of apps with blocked notifications. It was reported in early August and Google has already marked the issue as fixed.
The feature essentially grouped all the apps that have permanently disabled notifications by the user. It is the easy way to check on those apps or allowed user to enable the notifications back if they wanted to. Now when Google has fixed the issue in Tracker, it means Android 9 Pie users can expect the grouping list feature back in one of the update by Google next, first reported by XDA-Developers.

Google Issue Tracker also saw user complaints about the volume controls in Android 9 Pie, and Google has fixed that issue too, so we are expecting it to roll out in future as well.
Last time around, Google accidentally turned on battery saver mode for many users on Android 9 Pie. The battery saver was set to turn on automatically at 99 percent, which was unusual because Android only allows battery saver trigger threshold as high as 75 percent.

The issue was acknowledged by Google with note saying it was an internal experiment which mistakenly got rolled out to more users than it intended.Google usually does such experiments with a dedicated set of users, intended to be testers. These changes usually happen as server-side experiment.
